April 1 payment link opened on FCOA website... *** email confirmation of payment not processed*** Bob Fletcher working to correct issue.

Hall of Fame dispute as total $1600-$1700 and $800 lost in dispute.

School contracts remain for services rendered for 5 sports, with Seymour and Wrightstown in limbo.  $60 per sport for small school and $85 per sport for large schools.

Membership dues remain same -- $35 flate fee for multiple sports.

Laptop for FCOA business only.  Jim S working with Best Buy to move from officer to officer and have realtime minutes for all.

Extend emergency access to another chair in addition to treasurer for financial access only and not changes.

1099's not distributed and only 1 person would be eligible

5013c status to file for 1094 to be in compliance

Pat LaTour recommending outside auditor as Steiger and Delzer conducted internal audits in the past.

Chair Sports reports --

Chuck Hable for football  --  AD's sending contracts and will email for remaining slots to fill.  Rule change reviews.

Jim Stadtmueller for basketball -- Reviewed basketball Clinic and Meetings.

7:09  General Election -- assignment committee for all sports/games coordinator positions.

Jim Jones brought up basketball non con assignments and Jim Stadtmueller went through by-laws.  

Pat LaTour reviewed and explained his assigning role and responsibilities. 

Jim Jones motion for all girls and boys non cons to go through FCOA Board and 2nd by Tony Giombetti.  12 members of 30 in favor so motion didn't pass.

7:53 Officer voting --  Jim Jones --  VP; Rhod Fields -- Secretary; Pat LaTour -- Games Coordinator (votes counted by Bob Fletcher and Rhod Fields)  Jamie Thern -- President per previous business.  7/1/23 new positions take place.

7/18/23 Summer Business Meeting


2pm Meeting started and Jamie Thern reviewed agenda, followed by Secretary notes from Spring Business meeting.

2:13 pm Jamie Thern and Jim Jones approved Spring Business meeting notes.

Reviewed FCOA patches and able to get done for 1/4 of previous pricing.

HOF Banquet review from past and process, payment and ideas for going forward reviewed and discussed.

Seymour and Wrightstown met with Jamie Thern and Jim Jones and will remain with FCOA for assignment of officials.

Website access for admin work now allowed to have access for Jame Thern, Jim Jones, Rhod Fields and Lyle Nelson.

1099 is mandatory for any member receiving payments $600 and above.

168 paid members as of meeting (209 paid members as of 10/1/23).

Jamie Thern, Jim Jones and Lyle Nelson all have access on FCOA banking account.  Lyle Nelsoh has ongoing log for historical payments with discrepencies.

HOF and official appreciation recommendations -- Stoneyard; Stonetoad; Van Abel's --- Stoneyard (Greenville) 5pm on 11/12.  Motion to pass recommended by Jamie Thern and 2nd by Delzer and Lyle Nelson.

Jamie Thern and Jim Jones "toured" FCOA schools to meet and greet AD's and advise on our role as an association on what services able to offer.  Stockbridge new school member.

By-Laws read out and will be updated in 4 business meeting. 

Jim Stadtmueller HOF appointed chair.

Grievances discussed and explained by Jim Jones and Jamie Thern in group setting.  Discussed holding member accountable for texts, emails, website, etc. 

Jamie Thern discussed promoting insurance for sports, assignments of sports, possibility of soccer members rejoining FCOA and also the Contributor Award.

Sports Chair -- Mark Gorshe discussed volleyball assigning.
 
Bob Delzer discussed lack of attendees for baseball and softball and no news to report on assignments.  

Pat LaTour --  assignments will be sent our for basketball games at all levels.   Sports chair for basketball not filled however, as of notes Jason Nate chair.

Football -- Chuck Hable stepped down....long discussion with Jim Jones and no chair at this time.

FCOA Fall Business Meeting October 1, 2023

Meeting Held at the Stoneyard in Greenville at 5 PM

Call to Order at 5 PM

Secretary's minutes were read from the summer business meeting and accepted
Treasurer's report included current financials, member count, money for patches, website issues and banquet funds.  Treasurer's report was accepted.
James Stadtmueller paid for the patches with a check.  
Vice President's report included: HOF update, member behavior, sports tests, recruiting, sports camps, sports night update, using the Champion Center room for meetings, and updated bylaw vote.  Several By Law changes were voted on and accepted.  Jamie will update in the system.  Section 7 ( Suspension of Members ) was tabled for the next Business meeting so that we could get a legal opinion.  Will discuss further at next Business meeting.

Sports chairs gave their reports which included upcoming basketball and football camps.

Games coordinator reported on Survey Monkey, emphasized returning contracts in a timely manner and Rschool issues.

Open discussion on several other issues included airing of grievances.

January 17, 2024  Basketball Meeting

Jason Nate went over game situations regarding fouls, officials positioning and communication between crews during the game.
Pat LaTour educated those in attendance on how to access, as in sign in, calendar notifications, closed dates vs open dates in Refview,   He also covered how assigning is done and why it takes a considerable effort to get assignments/contracts out to members.  He emphasized contacting him when ever needed to assist in filling games, stating he has to know who is doing games so that new contracts can be sent out to the right person and to let the school know which officials are coming for their games.
Jim Jones covered how to send emails on our website and talk about how it is important the FCOA members are used as replacements before official gives the game to non members.

FCOA Winter Business Meeting February 4, 2024

Meeting held at the 10th Frames in Appleton

Secretary's report read and accepted

Treasurer's report included current Financials, membership count, rschool access including changing of username and passwords. The Portal for all that pay their dues via credit card will be available April 1st.  Rschool updated the payment site on our website to make it easier to use.  Treasurer's report was accepted.  

Vice President's gave an update on the banquet regarding the food and facility.  Comments included how good the food was. Will be looking for a larger venue to accommodate more people for this year's event.  

Football discussion included bringing back HUDL by joining a group of users to reduce the cost.  The exact cost and where the funds will come from will be discussed once we get more information regarding this issue.  Alex Bartman will be the contact for this.  We are hoping to have two football clinics in August at St Mary's and Wrightstown with both being sanction by the WIAA.  This would include a 2 hour classroom and on field instructions supported by the clinicians assigned to this endeavor.  More info to come.  Bruce Schaefer gave short talk about his State D1 Championship experience in Madison.

Volleyball information regarding assignment of games was covered by Tyler Salveson-Krepline.  Jed Block reported on his D3 girls and boys state assignments.

Basketball clinic held at the Champion Center in Appleton organized by Jason Nate was well attended and included a 2 hour classroom as well as on court instructions.  Clinicians reported to those that attended how to improve their mechanics, on court presence etc. Very positive experience for all.  A two-man mechanic clinic will be included this year.

Baseball/Softball Spring meeting date to be determined.  Craig Lutz has a clinic supported by the FCOA coming up for newer umpires.  Jim Jones has the info that he can send all that are interested.  Pat LaTour reported that he is assigning baseball and softball games.  There are plenty of games available.  He again emphasized that members need to access rschool for contracts that members get so that there are no errors in assignments or double booking situations.  He further stated that if you need a Sub and cannot find one on your own, please contact the party that issued the contract ie. Pat, the school AD, or the Conference Commissioner.  Any game assigned by the FCOA should be offered first to an FCOA member.  Please block out dates on your rschool calendar that you are not available for so that contracts are not sent to you on that date.  This does create a lot of extra work for all involved.  

Peter Van Houwelingen reported on what is happening with La Crosse officials.  More officials will be needed in the future.  More to come in the future.

Legal advise was given as requested from the previous business meeting regarding the Amendment to By Laws regarding Section 7 " Discipline of Members"  was voted on and accepted.  It will be updated in the system by Jamie Thern and reads as followed:  "The Executive Board/Board of Directors may hand out discipline up to suspension to any member whose actions are unbecoming a member of the association.  These may include bullying, intimidation, theft from the association, harassing or threatening another member or any action detrimental to the association.
Expulsion or lifetime membership ban must be voted on by the membership at a general or emergency business meeting.  A two thirds vote at the meeting is needed to approve these actions.  If a member's WIAA license is suspended or revoked his FCOA membership will be terminated automatically. 

Add to Sec 8 Grievance Policy:

(a) Members may file a grievance against any member or non-member in writing to the President and Vice President.
(b) All grievances must be signed and dated by the submitting member.
(c) All grievances will be heard by the Executive Committee.

Open discussion included getting the JV1 and JV2 games done in a timely manner.  This is to allow the Varsity games to start on time and get the Varsity officials home at a decent time.
